China is developing space technologies that are meant to block military communications of the United States, in a bid to weaken the capability of the US to win conflicts.

This was noted in a report prepared by the University of California Institute on Global Conflict, a panel created by the US Congress.

The report recommends that the United States should "prepare to confront an adversary that possesses space and counter-space technologies."

The recommendation was released on Monday in Washington, as Congress deliberates on US President Barack Obama's plea for an increase in the Defense Department's budget.

The Oval Office is asking lawmakers to raise the current defense budget to $534.3 billion, up by 7.7 percent from last year.

The White House is also looking for ways to align the defense department's strategy and spending.

The report tends to back the warning given last week by top U.S. intelligence and military officials that China's space programs pose a threat to U.S. military communications.

China's space project is contained in Chinese President Xi Jinping's "China Dream" program meant to strengthen his country's national power.

Xi also wants to reshape the Asia-Pacific political environment so that its own interests are given bigger attention.

The report further states, "China's mission is to become a space power in the same level as the United States. It also seeks to build a space industry similar to those in the United States, Europe and Russia."

The panel prepared the report specifically for the United States-China Economic and Security Review Commission.

In response, the commission said it does not doubt that China can later on rival the space technologies of the United States.

"With improved military capabilities, and the potential for growth in the commercial aerospace industry, China's development of space technologies will someday enable it to wield international power more effectively,"  the report said.
