NYPD Probes Another Chokehold Incident

The New York Police Department (NYPD) is again in hot water after a video of a police officer putting another arrested individual in an apparent chokehold surfaced, prompting an internal probe into the incident.

Based on police statements, the second chokehold incident happened on July 14 at an East Harlem subway station. Ronald Johns, 22, was arrested for passing through an emergency gate to avoid paying fare, Seattle Pi detailed.

A video procured by DNAinfo.com showed an unidentified police officer putting his arm around a man's neck and punching him in the face several times in a struggle to arrest him. Community activist Rev. Kelmy Rodriguez first received the video and shared in on Facebook, requesting witnesses to speak out, according to RT.com.

The incident occurred three days before Eric Garner, 43, died after a police officer put him in a chokehold during an arrest. Garner, an asthmatic, lost consciousness and was pronounced dead at a local medical facility.

NYPD Police Chief William Bratton confirmed that they are investigating the two incidents and vowed to make changes in their training methods. The New York Observer quoted him saying the will also put more emphasis on cultural sensitivity in law enforcement.

The two chokehold incidents put the New York police under scrutiny in the area of excessive force. The department banned its officers from using the chokehold starting 1993 but some of them allegedly used chokeholds over 1,000 times within the last five years.

Rev. Rodriguez said the department needs to prohibit the chokehold because it  had only resulted in "deaths or lawsuits." He also suggested the officers involved in the incidents should not be allowed to work in public and should undergo training before he makes public contact again.
