Two people have died and seven others were hurt in a shooting incident that occurred early Tuesday in Liberty City, Miami.

The dead victims have been identified as 29-year-old Kevin Richardson and 26-year-old Nakeri Jackson. One of them was pronounced dead at the crime scene and the other died at Jackson Memorial Hospital's Ryder Trauma Center, where the other injured victims were taken.

The crime scene was littered with broken glass and spent bullet casings marked by evidence cones. A beige housing complex with boarded up windows was dotted with bullet holes on its walls.

Bennae Robinson, Richardson's aunt, called the shooter a "coward," saying his nephew was a good person who had left behind a six-year-old son. She called on witnesses to "come forward and say something" but those at the scene had said they were afraid to talk.

Police spokeswoman Frederica Burden said the yet-unknown suspect had fired between 50 and 60 shots. Although they are not yet sure how the shooting occurred, they are still investigating the incident.

Jose Hernandez, one of the residents in the area, said gun violence is very common in the low-income neighborhood. He said some of his friends have been killed and that the situation "has to change."

Just this April, a gunman opened fire into a crowd gathered outside a store. One woman died and two men were wounded.

Miami City Manager Daniel Alfonso vowed to work with law enforcement agencies to fight the crime in the neighborhood.

Six officers and one canine unit were added to the team patrolling the area. However, a news release from police union Fraternal Order of Police said the violent incident stemmed from the police department's lack of manpower and resources.

The release, which was signed by Miami police Sgt. Javier Ortiz, said the situation has reached the "tipping point" where criminals are no longer afraid of the police officers. He added that the deadly shooting should be a "wakeup call to our stakeholders."
