Ukrainian armed forces allegedly took back the city of Luhansk from rebels and showed it by putting up a national flag over the city's police station.

Based on a statement released by Kiev on Sunday, Luhansk, which has been under the control of insurgents for months, was taken back by military forces. The statement also said that the success may signify a "breakthrough" in the military's effort to defeat the extremists.

Ukrainian Army spokesperson Andriy Lysenko said the military forces on Saturday fought and subdued the insurgents during a clash in Zhovtneviy in Luhansk and were able to take control of the police station. He told BBC News that they raised the national flag over the structure.

The media were not able to reach any of the rebel officials in Luhansk, while a separatist spokesperson in their headquarters in Donetsk said they had no information regarding the Luhansk fight.

The news of the breakthrough has not yet been verified. If proven to be true, it will be a big thing since Kiev's authorities have not reached Luhansk and the latter has been the rebel's stronghold for months.

Ukrainian forces, however, said the rebels put up a fight to maintain control over Luhansk because it served as their supply passageway into Russia.

The statement said that as the Luhansk fighting were ongoing, artillery supplies from Russia have increased.

Ukraine, France, Germany and Russia's foreign ministry officers had a discussion in Berlin regarding the conflict and how to possibly resolve it.

Frank-Walter Steinmeier , foreign minister of Germany,  said the ministers would have to report back to their respective leaders and agree on how the talks will continue. In a statement, he said the main priority of the talks is how to stop the fighting and to prevent civilian casualties.

Steinmeier told Reuters the meeting had not been easy but he believes some topics in the meeting ended on a positive note.

Meanwhile, Russia is still denying claims that it's assisting the Ukrainian extremists by sending additional weaponry to defeat the Ukrainian military forces.

Reports claim that Russia accused Kiev of invoking a humanitarian crisis through its display of force against Russians who are against the Ukrainian government.
