Ruse of Engagement talks about the stories of two brothers who work for Hong Kong's fictional ATF department. They are both recruited to AFT leader Shum Chi Ngo (Eddie Kwan) 's team. After ten weeks of vigorous training, the wise and laid-back elder brother Chong Yau Ching (Ruco Chan) is assigned to the intelligence unit while the observant and passionate younger brother Chong Yau Kit (Ron Ng) joins the operations unit.

However, a piece of intelligence makes the two brothers quarrel and become enemies with each other. Ching goes undercover to collect information and investigate a secret criminal group. After that, he becomes an enemy with his younger brothers. Both of them also have a complicated love triangle relationship with Chung Yat Ka (Aimee Chan).

The executive producer of Ruse of Engagement, Amy Wong, described the drama as "a romantic and intense love story." "As we were researching about terrorist cases from foreign countries, we decided to use a secretive anti-terrorist unit as the backdrop [for the love story]. We also want the audience to admire the charismatic performances of our leads, Ruco and Ron. Everyone will also be captivated by Aimee's performance here. Ruse of Engagement is another representative work for her." Wong said.

Wong said that through the fight between ATF and terrorists, this drama reveals the spirits of intransigence and fearlessness of people when facing unjust behaviors.
