The architect behind ObamaCare, Jonathan Gruber, has been under the spotlight this week as videos emerged showing him talking to different crowds and calling Americans "stupid."

The tape, which is the second of its kind, has recently surfaced and showed Gruber claiming the law authors of the health care system took advantage of the "stupidity" of the American public.

The tape was named as "The Kelly File" and it showed Gruber speaking during an event in October 2013 that took place at the Washington University in Saint Louis.

According to him, the "Cadillac tax" was used on the health plans that are being offered to the people and he pressed that the authors of the proposal has been passed because the Americans are too "stupid" to even understand what the difference is.

Cadillac tax is reportedly imposed in lieu of taxing the policy holders. Here, the insurance companies that will be offering the said health care system will be the ones taxed.

Gruber noted that taxing individuals would have been unpleasant in political terms but taxing the companies is easier because the Americans do not understand these laws.

His latest claims in the most recent video are the same as those that emerged earlier but were also said to be taken at around the same month last year.

The Obamacare architect also talked about the lack of transparency in the government as he noted that the way the laws are crafted was critical.

"Basically, call it the stupidity of the American voter or whatever, but basically that was really, really critical for the thing to pass," Gruber said in the video.

Gruber's first video talked about Republican outrage. But he told MSNBC last Tuesday that he was speaking off the cuff and admitted that it was inappropriate, expressing his regrets for saying such comments.

The release of Jonathan Gruber's second tape only affirmed the people's greatest fears about the government, Republicans say. Because of this, they are now trying to pass a bill that allows for more transparency in the Senate and the House.
