On Sunday, a Chinese General accused U.S. Secretary of Defense Chuck Hagel and Japanese Prime Minister Shinzo Abe of orchestrating coordinated and provocative remarks against China during the Shangri-La Dialogue.

During his speech at the 13th International Institute for Strategic Studies Asia Security Summit, Lt. General Wang Guanzhong, deputy chief of staff of the People's Liberation Army and head of the Chinese delegation to the conference,  said that the unwanted criticisms hurled by both Hagel and Abe against China were unacceptable.

Wang deviated halfway through a prepared speech and said that the criticisms of the two delegates from U.S. and Japan were completely out of his expectation.

Wang was referring Abe's keynote speech when the Japanese Prime Minister hinted on China's aggressive behavior in the Southeast Asian region regarding China's territorial claims versus its neighbors.

In his speech last Friday, Abe outlined his vision of giving Japan a more active role in policing Asia against any form of threat against peace and security.

In the same forum, U.S. Defense Secretary Hagel denounced China's unilateral actions in the South China Sea.

"In recent months, China has undertaken destabilising, unilateral actions asserting its claims in the South China Sea," Hagel said in his speech on Saturday.

Wang responded on Sunday during his speech and criticized Abe's 'veiled' comments that could have been better if said like Hagel's denouncements of China, which is direct. He said that the speeches of Abe and Hagel are not in line with the spirit the Shangri-La Dialogue.

He said that the speeches of both Abe and Hagel gave him the impression that the two coordinated with each other to put China in a bad light.

"The speeches made by Mr Abe and Mr Hagel gave me the impression that they coordinated with each other, they supported each other, they encouraged each other and they took the advantage of speaking first... and staged provocative actions and challenges against China," Wang said.

"Hagel's speech was full of hegemony, full of words of threat and intimidation. It was a speech to about destabilizing factors to create trouble and make provocations," Wang referring to Hagel's speech.

Wang also defended China's actions in the South China Sea and said that Beijing has never provoked any country in the Southeast Asian region. He said that it is the Philippines and Vietnam who have started trouble in the region and China only responded to the two countries' provocation.

China is currently locked in territorial disputes with most of its Southeast Asian neighbors over the resource-rich waters of the South China Sea.
