The Bay County Sheriff's Office had arrested and charged a third student on Tuesday who was involved in the gang rape of a female student at the Florida Panhandle beach during spring break.

The third suspect, 21-year-old George Devon Kennedy, was charged with principal to sexual battery by multiple perpetrators. His family had a hand in his arrest.

Kennedy's family contacted authorities in the state that led to his arrest by deputies in DeKalb County. He is currently detained at the DeKalb County jail.

Kennedy is a Middle Tennessee State University student, reports San Jose Mercury News. However, unlike the two other suspects - 22-year-old Delonte Martistee and 23-year-old Ryan Calhoun --- who have been suspended by Troy University, Kennedy has not yet been suspended because the university where he studies has not yet been informed of his arrest.

The spokesman of Middle Tennessee State University, however, confirmed that Kennedy, who is detained without bond, studies there.

It is also unclear if Kennedy knows Martistee and Calhoun.

Besides announcing the arrest of Kennedy, the Bay County Sheriff's Office also released a short video of the crowed that was present when the sexual assault happened. It showed a normal day at the beach where students on spring break, garbed in bikinis, were enjoying their vacation at the beach.\

At one point, some of them cheered. The entire video, however, showed several males --- including the three suspects --- raping the victim who was incapacitated while she was seated on a chair.

The woman did not recall the incident because she was apparently drugged.

Because of the incident, the Sheriff's office is pushing for stricter regulations against the sale of alcoholic drinks during spring break. In the past, Bay authorities have clashed with the business owners and local council over tighter rules because of the millions of dollars the vacationing students bring to the area during spring break.

Commenting on the crowd behavior during the sexual assault, Bay County Sheriff Frank McKeithen said, "Within  10 feet of where this happened, there's hundreds, hundreds of people standing there, watching, looking, seeing, hearing what's going on?" quotes LA Times.
