(Photo : Reuters) Manny Pacquiao cries foul over Floyd Mayweather Jr.'s recent IV controversy and demands a rematch.

Filipino pugilist Manny Pacquiao had reportedly demanded punishment and a rematch against pound-for-pound king Floyd Mayweather Jr., who had recently been involved in an IV controversy after news broke out that the unbeaten American received illegal intravenous injections before their mega-fight last May 2nd.

Pacquiao said that the Nevada State Athletic Commission (NSAC) should "impose the appropriate sanction" on Mayweather and even urged that the commission must "show the world they did not give preferential treatment to the Mayweather camp," as per Yahoo Sports.

"That is why I want a rematch. One without any injury and with fair play. No favoritism. Not one where the Mayweather camp gets to dictate all the terms and conditions," the former no. 1 pound-for-pound fighter in the world said.

"Truth finally came out and I was vindicated," he added.

A recent article by SB Nation's Thomas Hauser linked Mayweather and the United States Anti-Doping Agency (USADA) to a drug testing scandal involving his "Fight of the Century" with Pacquiao.

Hauser said that the day before the Pacquiao match, USADA agents found "evidence of an IV administered" to the pay-per-view superstar. Although the contents of the IV is not illegal, the act of actually administering it is the issue.

NSAC rules state that boxers could only receive up to 50 ml or less of IV fluids per six-hour period during fights "except for those legitimately received in the course of hospital admissions, surgical procedures, or clinical investigations."

Mayweather's condition is certainly not under the said exclusions, but he was reportedly granted exemption by USADA itself three weeks after the fight was done.

Boxing News 24 noted that USADA only notified NSAC regarding the IV drip exemption on May 21.

Meanwhile, NSAC executive director Bob Bennett said that USADA is not allowed to give any waivers or exemptions to fighters and only the commission can as they are said to be only "a drug-testing agency".

"The TUE for Mayweather's IV - and the IV was administered at Floyd's house, not in a medical facility, and wasn't brought to our attention at the time - was totally unacceptable," the NSAC executive said. "We have the sole authority to grant any and all TUEs in the state of Nevada."

Bennett added that they are "less than pleased that USADA acted the way it did."

There had been no reported sanctions against Mayweather or USADA as of yet.

This is the main reason why the eight-division world champion cried foul as he was not allowed by the commission to take legal pain-relieving drug Toradol in the dressing room right before their match.
