The Philippines on Saturday said it is preparing to file a diplomatic protest against China following the latter's announcement that it will soon launch civilian flights to and from the disputed Paracel islands in the South China Sea.

Amid protests from claimant-countries, China has announced plans of developing the islands it controls in the disputed waters of the South China Sea by inviting investors to pour money into Sansha city and other islands which are part of the disputed Paracel islands.
